Will this split the elite from the Prem or produce an conference style entity? Is it the right way forward?

Would be awful if it split the elite, if it had to happen I’d much rather it be a conference/system like the French leagues but the financials have to be right.

But it is three really, and Dragons, the development club analagous to Connaught over the years in Ire.
Besides from a Welsh coaches' pov, 4 is probably better than 3.
