Why would the RFU do that?

Surely the only reason is that they want to get rid of him, but want to keep everyone on side.

If the RFU were happy and felt he was the right man, there's surely no way they'd put it out to the players

In my experience of the corporate world - there are two reasons for "employee participation", either the decision has been made and the bosses want to make it look like it was decided collaboratively, or they want someone else to blame...i.e. the employees.....
