I'm not sure I buy that statement from Baxter. Being a relevantly unknown player, I can't see that he would be on much and surely if he's come through the academy, wouldn't Exeter receive salary cap credits anyway?

Its probably Exeter/Baxter creating more noise about the cap in general. Perhaps they have more money than they can spend?

Maybe they should start a  subsiduary  - T Rowe Estate Agents?

Exeter is maybe now finding their feet as a "top" English club. They're able to attract star players, like Hogg, whilst their current crop (Nowell/Slade/Cowan-Dickie) will all now start expecting better pay packages due to their England/Lions involvement. They can now no longer rely on experienced players coming toward the end of their careers (Salvi/Parling/Waldrom etc.) who may come with lower wage demands.
