Economics 101: incentives matter.

Should be a yellow card offence and a penalty thereby continuing the game. Like a use use it or lose it.

I’d like to see that one used a lot more to cut out all the whooping & hollering whenever a team gets decision their way, especially when it was a mistake by the opposition.
Sale were at it yesterday.

Who would get that thrown at them?
The whole England team or just the player?
Every single game of 7s will likely have 1 try where someone tries to run the clock down a little bit.
The Argentina team for not wanting to tackle him?
Are they really the ones at fault?
All they've done is not run 50 yards to pretend to try to tackle someone who they won't get near.
While I agree that it's a complete farce of a situation, I don't know what the solution would be.
If this has just happened once, maybe it's not something that needs fixing. If it becomes a regular problem then something might need to be done

We have all seen this rule most commonly applied by Nigel Owens. He never quoted it, but inferred it many times, for example, when suggesting a player faking injury should come back next week (for a roundball game).
All the ref had to say was, 'Touch it down so the crowd can watch what they paid to see.' No threats or any penalty. A simple instruction to get on with the game.
The same with the Hoo-rah calls on winning a scrum penalty.
My view is that scrums are a way to re-start a game, not win penalties. As we saw at the Lyon game. Not the way we saw on Friday. As soon as the ball is won (it gets hooked), the ref should call use it. As soon as 'Use it' is called any collapse of popping up might results in a reset if the ball gets trapped in a melee, otherwise, on we go.

The ref does appear to be hassling him to ground the ball but obviously didn’t penalise him.
