Fine it is in the rules however it is not as if Wasps as a whole had any off season - 9 days I think I recall.

If the argument is player welfare , then World rugby should insist that all international players be given breaks, no matter where the players club rugby is played.

However clubs should receive a payment from that country’s association to compensate for time off.

Is this not what the EPS payments back to the Clubs cover? - For time they're not with their Clubs? (be it training, matches as well as rest periods).  Genuine question, as i'm not sure but would have thought it was part of the package.

..but not for non EPS players.  I think the point is that all unions / World Rugby should compensate for players being rested so you don't get the situation where Rowlands and Minozzi continue to play whilst Robson, Willis etc get a rest.

I’m thinking more for foreign players such as Rowlands and Minozzi.

Also would compensate when you sign a player such as Le Roux who you (and him) thought test career was over

Your last point is true. Exeter have four Scottish internationals they don't need to rest (I am sure they will though!).

TBH it shouldn't be compulsory to rest players, teams should want to do it for their own players welfare. Sadly that's not always possible due to other injuries or sometimes because the clubs don't care that much...
