In 2011 they raised millions from local donations from their own people (millions in the local currency). The players claim they saw none of it, had to pay their own flights (most other expenses are covered by world rugby), and suspect the union took it. Mid way through their preparation for that world cup, they moved from a cheapish, but fine, hotel, with no warning, to a more expensive one, that charged them nearly double normal prices, and just happens to be owned by someone on the union board....
The prime minister of Samoa is also the head of the union itself, it was the case in 2011 too.
They're corrupt as all hell, and if going bankrupt gives WR a chance to install a less corrupt union setup in it's place, then they should do that.
