Kolpak status - how it effects the PRL

I've never really understood what Kolpak status is/was. I'm guessing this is an EU employment law that applies to all employment and that its not just a rugby (RFU/PRL) rule?

What was the reasoning behind it? Why do SA workers qualify but not ozzies or NZ?

Kolpak ruling means that countries that have signed European Union Association Agreements have the same employment rights in the EU as do EU citizens. So it depends upon whether a country is signed up, I image SA are and Oz are not.

Unless, between now and then (and I think it will be quite likely) the UK comes to an agreement with those countries to either allow those already here to apply for settled status, or we enact a similar agreement. There must be a lot of such nationality persons in the UK, so I am guessing something will get sorted, with the usual level of incompetence that our Home Office normally displays.

Which is why I was slightly surprised Oz and NZ hadn't signed up. Perhaps there is some level of reciprocation that those 2 were unhappy with?

I believe that Australia and NZ are still in negotiations with the EU
