I've always referred to them as the turnip-counters on account of there being not much else to do in their part of the world.
That's not true. There are many popular past times in Gloucester which a good chunk of the people I worked with there got up to, such as taking drugs, blackmailing drug dealers into giving you cheap drugs, fighting in the street, trying to burn buildings down, drink driving, betting on whether people considering jumping off multistorey car parks will jump or not, adultery and breeding like rabbits.
And don't get me started on the service users.
