It's only 18k if the whole thing is open, capacity can be adjusted accordingly, in fact the Hurricanes aren't even in the main stadium next season they are on the practice track infield.
It is merely an example of what a relatively small organisation in a relatively small national league division 3 can do with some organisation, potential future planning and support of a combined regional authority (who have been supportive of Wasps previously).

Who us going to stump up the money for us to play in a ground when there is virtually no evidence of how many fans will turn up?

It's fantasy.

We have to cut our cloth according to our means. It has to be proved that 5,000 will turn up regularly before even thinking about something with a greater capacity. And those who do turn up will be watching a team of largely unknowns.

Maybe but i think it also shows there is wider support and benefit for getting them there than just what the club are putting in.

The Hurricanes have a great marketing team.
They do a season ticket @ £35 if you get in the ground 2 hours before kick off.
