I suspect yes, as Marcus Garratt isn't listed in the Senior Squad, so probably wasn't declared in the cap, as Dai was hedging. It is a massive shame, I wish him well.

Yeah, that thought has crossed my mind. He seemed indestructible at one point, and his career was really heading upwards. I really hope he comes back.
