CMK waits until the ball is halfway through the caterpiar before calling use it. If he called it when he's meant to - as soon as the ball is available - then they wouldn't have time for the caterpillar

What strange explanation did CMK give for penalising Joe? "you were OK but the tackers hadn't rolled away". But that's not what he said in real time "Joe leave it" and the replay shows the tackles had rolled away. He's just trying to justify random decisions
